Mr. Zugaro received his Juris Doctor from Elisabeth Haub School of Law at Pace University in White Plains, New York. He graduated cum laude and received many honors and recognitions. He served as senior editor of Pace Law Review and was on the Dean’s list.

Thereafter, Mr. Zugaro served as an associate attorney with the insurance fraud practice group of a New York law firm. In this role, Mr. Zugaro investigated and prosecuted many medical providers on behalf of major global insurance companies.
